In Japan, the size is literally the length of your foot in centimeters (the JIS / Mondopoint system). A “25” means a 25 cm foot. That makes it more precise than US/UK numbers — measure your foot in cm and you have your Japanese size directly.
Stand on a piece of paper, mark the back of your heel and the tip of your longest toe, and measure the distance in centimeters. Measure both feet in the evening (feet swell) and use the larger one.
They follow the accepted standards, but real fit varies by brand. Japanese brands (ASICS, Mizuno, Onitsuka Tiger) run true to cm. Some US brands run half a size off. When unsure, go up 0.5 cm.
US and UK use different numbering for men and women even at the same foot length — women's numbers run about one size higher than men's. Japan avoids this by using cm for everyone.
